Siliguri and the wider North Bengal region are witnessing growing development potential. In this context, NITCON Limited, acting as the Project Implementation Unit (PIU), has invited an open online e-tender on behalf of Sikaria Mega Food Park Private Limited (SMFPL) for the appointment of an Architectural and Sales Management Agency (AASMA) for the proposed National Industrial Township at Siliguri-Jalpaiguri, West Bengal. SMFPL, the Project Owner, is the Special Purpose Vehicle under the Ministry of Food Processing Industries, Union Government of India.
The invitation has been issued under Tender No. NITCON/DEL/20/028/03 dated 6 August 2026. The tender document, together with any corrigendum, addendum or amendment, is available at www.nitcon.org and on the Central Public Procurement Portal at https://eprocure.gov.in/eprocure/app.
The project is located at Chhat Guzrimari Mouza, Rajganj Block, Jalpaiguri District, West Bengal, on approximately 51.14 acres. It is envisaged as a modern affordable-housing township under the PMAY-U 2.0 framework. The current Phase-I scope covers about 49.21 lakh sq. ft. of carpet area and about 6.48 lakh sq. ft. of plot area. Key components include 5,625 or more residential flats in G+10 to G+17 high-rise towers; up to 180 plots for duplexes, each measuring approximately 3,600 sq. ft.; a 5-Star Club facility; a temple with prayer/meditation facilities; amenities-cum-commercial blocks; parks; a multi-level car-parking-cum-servant-quarters block; an approach road; river-lining works; and comprehensive site and utility infrastructure. Any balance FAR or plot area, if available, is proposed for Phase-II and is outside the current AASMA scope.

The AASMA’s mandate is comprehensive. It includes master planning; architectural, structural, MEP and engineering design; surveys and investigations; detailed estimates and tender documentation; and obtaining statutory approvals and building permissions, including approvals from SJDA, WBRERA, MoEFCC, WBSPCB and other compe
tent authorities. The mandate also covers market and demand assessment; financial analysis and assistance in fund management; legal and RERA support; brand, media and marketing management; customer acquisition, booking, allotment and sales; and coordination through project closeout. The selected agency must develop, equip and operate a dedicated Sales Gallery at Siliguri throughout the contract period and provide CRM, call-centre, web-portal, grievance-management and related customer-engagement systems.
The initial time period is 48 months, reckoned from the 10th day after issue of the Letter of Award; the contract is co-terminus with sales of the carpet area and handover of the flats and may be extended in accordance with the contract. The estimated total sales value is Rs. 2,709 crore. The tender expressly states that this amount is indicative and provided solely for bid evaluation, and bidders are required to undertake their own independent assessment, investigation and due diligence.
The tender follows a Technical Qualification + Least Cost Based Selection (LCS) process. Eligible companies can participate individually or as a consortium/joint venture of up to three members, subject to the prescribed technical, financial and experience criteria.
The eligibility framework seeks firms with relevant experience in multi-storey residential, mixed-use or township projects, along with experience in the sales and marketing of comparable real estate. The tender also specifies experience thresholds for architectural/engineering consultancy and cumulative real-estate sales.
